As the continued improvement of people’s living level, traditional tourism, whichbased on sightseeing, has changed to the culture tourism which has more experienceand culture. The rapid development of the demand has brought a big chance to theculture tourism industry. However, the exploration to the new industry just come to anearly stage, inappropriate to its partial process. This paper intends to explore the newindustry in Da Tong city as an isolated case, trying to improve people’s understandingof the concepts, values, rules, theories, strategies and measures in culture tourismindustry, and also promoting the development, the core competition, the reputationand popularity of Da Tong city in a better way, which will have significant practicalvalues and long-term strategic sense for Da Tong city’s future economic and socialdevelopment.Basic theory of industrial development strategy is applied in this article,combined with the actual situation of Da Tong, Da Tong is discussed cultural tourismindustry development and the development key, mainly studies the following aspects:first, combed the Da Tong city culture tourism resources situation, summarizes theachievements of Da Tong city cultural tourism industry development and existingproblems; Second, in Da Tong city culture tourism industry based on the analysis ofinternal and external environment, uses the SWOT qualitative analysis, summarizesthe factors influencing the industry development of internal strengths, weaknesses andexternal opportunities and threats; Three, the traditional SWOT analysis, Delphimethod, AHP method and four dimensional coordinates strategic center of gravitylocation method, constructed the SWOT quantitative analysis model, and SWOTquantitative analysis model of Da Tong city culture tourism industry developmentstrategic choice and judgment should be taken, put forward countermeasures andSuggestions to promote the development of cultural tourism industry of Da Tong city.This article main conclusion: the Da Tong city cultural tourism industry theadvantage outweigh the disadvantage factors, opportunity factors than threats;Industry the development of appropriate uses opportunity type growth strategy,namely the industry into full play their own advantages at the same time, firmly grasp the policy, economy and culture tourism demand continues to grow and demand fordiversified tourism industry brings good opportunity of development, for Da Tongcity development should focus on promoting cultural tourism industry culture touristpublicity strategy and image strategy, marketing strategy, tourism product promotionstrategy, in the perspective of industry chain, promoting market-oriented strategy,regional joint strategic, municipal construction and pay attention to the cultural relicsprotection strategy and information strategy and so on eight big strategic, investmentand financing system innovation, tourism talents team construction, managementsystem reform of tourism, tourist environment regulation and so on four big strategicsafeguard measures.
