They possess great vitality and development potential.There are plenty of tourism resource and long-standing culture history in Chaoyang city which has been honored as the excellent tourism city of China.The total income of Chaoyang tourism industry was 21.13 billion in 2014.Tourism economy takes 21% of the GDP proportion. Tourism industry has already been the pillar industry in the tertiary industry of Chaoyang city.200 thousands people take part in tourism industry. Niuheliang Hongshan culture industrial parks, fossil cultue industrial parks,Fenghuang peak folk-custom tourism parks,Yanshan lake culture and tourism industrial parks and so on, are all the achievement of the development combined with both culture industry and tourism industry. However, There are lots of problems in the development process such as less prominent of the industry advantages, unreasonable resourse exploitation, less power in marketing publicity, backward service system, unsound talent cultivating mechanism.This paper has found out the problems in current process of the development combied with both culture industry and tourism industry by looking things up, investigation, other method, sumrising the current situation by making the development combined with both culture industry and tourism industry as the research object. It worked through SWOT method, thoroughly analysised the advantages, disadvantages, chances and challanges of the development combined with both culture industry and tourism industry. As a result, it pronounced the solutions and countermeasures.
