Biological medicine industry, as a typical high-tech industry, has become one of the fastest growing industries in the world. It has a strong demand for knowledge and technology. Some processes, such as technology innovation and drug research, are more dependent on the cooperation with the relevant enterprises and institutions. This leads the biological medicine industry to have obvious characteristics of geographic aggregation and to be more suitable the form of cluster development. In some other developed countries, there are some biological medicine industrial clusters, and show strong competitiveness in the international market. These successful examples show that the formation of biological medicine industrial cluster will have more competitive advantages than independent enterprises.With the improvement of living standards and changes of drug consumption structure, the status of the biological medicine industry is improving and receiving increasing attention. China has set up the China Biotechnology Development Center in1983, and deployed the biological medicine industry as a strategic industry of the national economy. Through the national policy and foreign successful experiences, it has formed some representative biological medicine industrial cluster in Shanghai, Jilin, Shijiazhuang and so on. Yunnan Province has a unique geographical and natural environment, and the rich resources provide the material foundation for the development of the biological medicine industry. Because of the environmental advantages and the great potential for development, the Yunnan provincial government has proposed to develop the industry as one of pillar industries. It requires more attention and in-depth research of biological medicine industry cluster.Firstly, by reading relevant literature, this paper combs the progress and achievements about the domestic and foreign industrial clusters competitiveness. Secondly, this paper introduces and points out the advantages of the GEM model in detail, which is a industrial cluster competitiveness evaluation model. Thirdly this paper builds a biological medicine industrial cluster competitiveness evaluation index system on the basis of the GEM model, and uses factor analysis method to determine the weight of each index. Then it draws the GEM model score of Yunnan biomedical industry cluster competitiveness combined enterprise questionnaires. Finally according to the score, this paper makes the further analysis, and to put forward some specific recommendations to enhance the level of Yunnan biological medicine industrial cluster competitiveness.
