Temporal Dynamics Of The Comprehensive Evaluation Of Basic Economic Competitiveness Based On

As the basic unit of the national economy, the development of county economyhas drew more and more attention, under this background, the research on countyeconomic competitiveness has been the global focus. Based on the overview andsummary of both literatures and theoretical basis, the article mainly evaluate andresearch the county economic competitiveness by establishing a temporal dynamiccomprehensive evaluation model and the evaluation index system of that, besides, italso takes Yunnan province as the example to analyze the problems existed in thedevelopment of county economy in Yunnan and provide some suggestions.There are mainly four points of this study, the first point is to establish a morecomprehensive, scientific and rational evaluation index system of the county basiceconomic competitiveness, including total amount, average amount, growth speedand efficiency indicators. The second point is to build up a temporal dynamiccomprehensive evaluation model, namely the “Vertical and Horizontal” model, whichmeans that to get the comprehensive evaluation value of117counties in Yunnanprovince within the period of “11thfive-year Plan” by writing codes and using theMATLAB to deal with those12636data. The third point is to use the results of thattemporal dynamic comprehensive evaluation and the maximal order difference toanalyze the county economic competitiveness of Yunnan province and then take otherdeep researches based on the maximum sequence difference. The fourth point is tofind the problems existed in the county economic development of Yunnan based onthe comprehensive evaluation results and put forward the correspondingcountermeasures and suggestions.There are mainly two innovations of this research. First of all, the article uses thedynamic comprehensive evaluation model to evaluate the county economiccompetitiveness, which has reflected the dynamic characteristics of the basiceconomic competitiveness of counties, and the evaluation results is more comparableand non-subjective, which means that it has reflected the differences among countiesfrom the “horizontal” aspect, but also reflected the overall spread conditions of eachcounty from the “vertical” aspect. Using that method to research the county economiccompetitiveness is one of the innovation of this research. Secondly, to classify the inter-provincial county based on the maximum sequence difference method, and takein-depth analysis, then find some problems existed in the county economicdevelopment from the evaluation results, put forward targeted suggestions, is anotherinnovation of this research.
