Nowadays, economic transition and upgrading have become a long-term task forChina’s economic and social development. Since the reform started, a series ofproblems has emerged with the development of mineral resources. These problems are,but not limit to, the waste of resources, the monolithic industrial structure, thefluctuations in short-term economic growth and the sluggishness of long-termeconomic growth, the ecological damage, the increasing gap between the rich and thepoor, and the growing number of safety incidents. These factors impede the economicgrowth of the resource-based regions. Most resource-based cities whose economiesand functions rely heavily upon row materials have encountered a recession. In orderto seek new economic growth points, and to promote sustainable economicdevelopment, various provinces and cities are trying to explore the access to economictransition and upgrading. Specifically, on one hand, these areas upgrade the industry tofacilitate coordinated development of resource-based industries andnon-resource-based industries by adjusting the economic structure; on the other hand,these areas are trying to improve the quality of development, upgrade the industrialtechnology, and extend the industrial chain, to promote economic growth in thetransition that rely mainly on the innovation and high value-added industries.For a long time, Fugu is the resource-dependent county economy; coal industry isthe dominating force that supports Fugu’s local economy and social development.Besides, Fugu’s economy is different from other county economy. Fugu’s privateeconomy is the dominating economical force. Thus, Fugu’s economical development is followed by a series of sustainable development issues. The main problem is caused bythe extensive growth mode of the traditional constraints of its socio-economicdevelopment of the region. Therefore, changing development pattern is Fugugovernment’s primary task. The writer analyzes economic structure, social area,allocation of resources, ecological status as well as private enterprises based on theeconomic theories and the reality of Fugu’s current economical status. This analysisleads to the conclusion that Fugu mode should adhere to the industrial optimization,technology optimization, and recycling economy development. Based on this mode,the writer also provides measures and suggestions for the Fugu future economicdevelopment in this paper, therefore, promoting Fugu’s comprehensive and sustainableeconomic and social development.
