Research On Policy Establishment Of Accelerating City And Countryside Integration

Under the situation of the vigorous promotion of the urban-rural integration, this paper conducted the policy construction research for the promotion of the urban-rural integration in the regions with different urbanization stages. The goal system of city and countryside integration is mainly reflected in the aspect of economic developing and social developing integration, the former is mainly reflected in the market, industry and element allocation integrations, while the latter in infrastructure, public service and labor employment integrations. The essential connotation of city and countryside integration are mainly reflected in the aspects of the harmonious development of city and countryside residents and the comprehensive combined functions.On the basis of researching on the target system and essential connotation, the paper separately establishes an accelerating-integration policy system of urbanization at the primary stage, the intermediate stage and the final stage which are uniform institutional arrangement, connected infrastructure and targeted intervening measures. The paper proposed that the realization of city and countryside integration is a ceaseless and dynamic development process from the primary integration level to the final one. The regions at the primary stage of urbanization mainly take the institutional arrangement of city and countryside unitarity system to accelerate the intergation, which includes the unified household registration management system, social security system, finance investment mechanism and land operating system; Besides taking the above arrangements, the areas at the intermediate stage of urbanization should also guarantee the connective infrastructure construction which mainly contains the infrastructure connecting the city and countryside space and the financial system covering the fund-rising in urban and rural. Besides all the above aspects, the regions at the final stage of urbanization add pertinent intervening measures which mainly includes the uniform planning of living way, unified leading of cultural way and accelerating the adjustment of the industrial restructure.
