In recent years, with the rapid development of economy, low carbon economydevelopment is not only a global response to climate negotiations continued to deteriorate,also directly related to the smooth continuous high speed development of economy in ourcountry. Reducing carbon emissions, not only can reduce the negative effects to theenvironment of economic development, also can enhance their ability of sustainabledevelopment. Due to the unreasonable industrial structure, will cause energyconsumption per unit output intensity differences between industry, therefore, need topass through the adjustment of industrial structure, to reduce carbon emissions.Fundamentally change the pattern of economic development, and gradually build savingindustrial structure and consumption structure, promoting the creation of a low carboneconomy and society.At first,this paper combed the related theory of industrial structure, summarizes theHebei province in the economic development through changes in industrial structureevolution characteristics. On the basis of theoretical analysis, the evolution of industrialstructure in the process of industrialization in Hebei, energy consumption and carbonemissions characteristics are analyzed. Analysis shows that give priority to with thesecond industry in Hebei province industrial structure model in the short term will notchange. But the application of new technology will promote the optimization andupgrading of industrial structure, reduce the consumption of fossil energy. As the rapiddevelopment of the third industry at the same time, reduce the energy consumptionintensity of tertiary industry, although the development of the tertiary industry isrelatively weak, but ascending space is bigger, the rise of the third industry will promoteenergy conservation and carbon reduction space, is the development of low-carboneconomy, the only way to achieve sustainable development goals.Then, By building "evolution of industrial structure and energy consumptioncorrelation" and "industrial structure evolution-carbon intensity correlation" are twobasic models, analysis of Hebei province and the country in the industrial structureevolution process in the case of the total energy consumption and carbon emissionsintensity change of mutual relations and effect, analysis shows that, with the evolution of the industrial structure, the total primary energy consumption in Hebei province on therise year by year, the slow adjustment of the industrial structure, energy consumptionshowed slow growth effect, adjustment of industrial structure, energy consumptionshowed growth effect. Carbon dioxide intensity present a downward trend year by year.Then,though scenario analysis model, using the reference scenario, the industrialstructure optimization scenario two model analysis in different situation in Hebeiprovince industrial structure change of carbon potential. Study found that although thestarting point of the evolution of industrial structure in Hebei province is low, but as longas the gradually get rid of the highly dependent on of energy-intensive industries,vigorously develop the tertiary industry, industry fee structure evolution of structuralcarbon reduction potential is tremendous, industrial structural optimization to realize thecontribution rate is far higher than the national carbon reduction target.Based on the above analysis, Hebei are proposed for adjusting and optimizingindustrial structure, countermeasures and suggestions to realize low carbon economydevelopment as soon as possible.
