Industrial cluster is a new strategy for the advancement of global economicintegration, but also regional economic booming accelerator. Now in the world economicmap, industry cluster upgrade determines the extent of the rise and fall of area.In thebackground of the industrial clusters in our country facing the pressure of upgrading andthe central government put forward the independent innovation and strategy of building acreative country,In this paper, for the way from the top management team characteristicsof enterprise cluster, I will study the longitudinal matching mechanism of the upgradingof industrial clusters and the top management team competency,Hope to be able tomore in-depth understanding of industry cluster upgrade guide and executive teamqualified for the interaction between the characteristics through the study.Firstly, this paper expounds the related theory of Potter’s diamond model,The ninedimensions were identified to upgrade the industrial cluster oriented,then nalyzed andexplained the reason for each dimension of existence,and the main method and the laterwill use: the basic principle of set pair analysis and entropy method is introduced.Secondly, based on the literature research and the actual situation made the researchhypothesis,And based on the literature search, and theinterviews of the top managementin Hebei enterprise cluster, design the questionnaire.According to the analysis of thequestionnaire of the top management team competency into nine dimensions, a clusteroriented and top management team competency matching evaluation index system.Thirdly, use the set pair analysis and entropy method to analyze the data from thequestionnaire,Respectively to establish the competency evaluation mechanism and theupgrading of cluster orientation and top management team competency longitudinalmatching mechanism of top management team,discovery that development opportunitiesin the cluster upgrade Guide with senior management matching the worst,needs to bemuch improved,general top managements do not pay close attention to the developmentand its business in the current view is not much between the foreign market demand anddevelopment.and established a senior management personnel evaluation mechanism, Through this mechanism can detect those executives more in line with the requirementsof cluster upgrading guide.Finally, according to the empirical results of this paper and the related theory wepropose the countermeasure and suggestion to solve the executive team feature for thematch difference with the cluster upgrade guide,Hope the executive team with thedirection of cluster upgrading in the premise of promoting enterprise development,tomake the enterprises have more long-term development.
