With the deepening of economic globalization and international labor division, theauto industry gradually shows the globalization characteristics. The world’s majorautomotive manufacturers continue to extend domestic auto industry’s value chain toworldwide, and a global automotive industry chains is formed. The automotive industryhas a high correlation and a long industrial chain, thus the industry plays a leading rolein economic development. In recent years, China’s automobile industry is developingrapidly and become one of China’s economic pillar industries. China’s automobileindustry made a significant contribution to national economy. However, from theindustrial competitiveness perspective, China’s automobile industry cluster scale is stillsmall. There is a big gap on independent R&D and specialization capabilities comparedwith developed countries.From global value chain view, China’s auto enterprises were locked in the low-endpart of the global automotive industry value chain in the long period of time bymultinational corporations. How to deal with the globalization challenges, to ensure theautomobile industry cluster sustainable development to is a challenge. Position in globalvalue chains should be changed, China’s auto enterprises should climb to high-end ofthe global value chain and improve the added industry value in order to achieve anupgrade in the global value chain.This paper firstly discussed global value chains and industrial clusters upgradetheory and further pointed out the automobile industry cluster development model basedon globalization context. Secondly, four factors of the regional auto motive industrycluster upgrade are summarized through an automobile industry cluster upgrade in theglobal value chain analysis. The four factors are government behavior, cluster network effect, complete industrial chain and industry’s innovation environment namely. Again,combined with the regional automotive industry cluster index system establishmentprinciple and characteristics, this paper established a regional automotive industrycluster impact factor evaluation system. This paper described evaluation method choiceprocess and principal component analysis steps, and then established a regionalautomotive industry cluster upgrade comprehensive evaluation model. Finally, thispaper takes Baoji automobile industry cluster as an example; using principal componentanalysis method to evaluate. This paper pointed out the automobile industry clusterupgrade strategy: enterprise level upgrades strategic choice, bridge role of industryassociations and government guidance and service functions.
