Research On Construction Of Public Cultural Service System In Gansu Province Financial Policy

In our country,the "constructive" government is changing the "service-orientedgovernment", with the pace of China’s service-oriented government construction, thepublic cultural service become an important goal of cultural construction. At present,the theoretical research in the field of public cultural service system in Gansuprovince is relatively lag. Because economic underdevelopment, the public culturalservice concept of reasons led to the government in public cultural service systemconstruction have many deficiencies in practice in Gansu province. However, thegovernment as a most important responsibility of the main body in the public cultureservice system construction, it must be take responsibility. Therefore, play all thegovernment leading role, promote the public cultural service system construction isone of the important subjects facing us.Using literature method, this study aims to understand the various provinces andcities in our country public culture service system construction research; Usingempirical research methods (mainly qualitative research), observation of publiccultural services in Gansu province to build entity, and in-depth interviews peoplefeeling and demand of public cultural services; At the same time, this study adopts themethod of questionnaire survey, to understand people’s satisfaction of public culturalservices of Gansu province, by the people for the utilization of public cultural servicesinfrastructure in Gansu province and attitude, to explore the problems existing in thepublic cultural service system construction.Comprehensive of the above methods, by public cultural service concept, thegovernment supply of public cultural services related theory and the government toexpand public cultural services spending timing theory as the foundation, through thesample survey of300people in Lanzhou as the data, in the process of building publicculture service system mainly exist the government build public culture servicesystem of the basic work to inadequate preparation, public cultural facilities,utilization rate is not high, the public benefits relative to provide public culturalactivities, public reaction to issues of general public cultural service system in overallsatisfaction.Based on the analysis of the basic data of this study, combined with theconnotation of public cultural services and its theoretical basis, current public culturalservice development present situation in Gansu province as a starting point, and drawlessons from foreign developed country advanced experience in the public culturalservice system construction, from their own actual conditions, Gansu province, putforward to promote the public cultural service system construction in Gansu provincefinancial policy: to establish financial hierarchical input mechanism, preparationsystem based public finances, establish fiscal transfer mechanism, perfect publicfinance investment safeguard mechanism, etc. To promote Gansu province culturalsoft power, earnestly safeguard the basic cultural rights and interests of citizens, topromote social fairness, etc.
