Based On The Reconstruction Of The Village’s Xi’an Native Population Public Rental Housing Supply Research

With the development of urbanization in Xi’an, a large number of populations fromother places remove from towns to cities. Now there are more than two million transientpopulations from other places in Xi’an. Most of them have low income, and live in thecheap rental housing of urban village which has poor living conditions but goodlocation and convenient transportation. However, with the continuous reconstruction ofthe urban villages, the selectivity of this group has been further compressed. So weshould promptly draw up a more perfect system of housing security policies to solve thehousing problem of low-income group.This study firstly reviewed the status quo of housing security system in Xi’an andthe housing needs of low-income groups. Secondly, the study which is based on urbanvillages renovation and as the “12th Five-Year Plan" of public rental construction forthe object, researched the two modes of the public rental housing supply for populationsfrom other places in the renovation of urban villages in Xi’an, the construction patternand purchasing and storage pattern. The construction pattern uses the long-term-trendmethod to forecast the house prices of subdivisions in Xi’an, on the basis of which tocorrect them. This pattern also combined with the location, quality and the facilities ofthe urban village to eventually determine the proportion of the public rental housingproject. The purchasing and storage pattern mainly uses the multiple linear regressionmethod to forecast the market rent, and then through researching vacancy of settlementhouses that have been renovated, to calculate the price of which government collectsand stores the settlement houses and constructs the public rental housing. At last thismethod through estimating the most housing rent that low income groups can afford tocalculate the subsidies that governments supply for public rental housing. Throughcollecting and storing the settlement houses and constructing the public rental housing, the government makes them a useful supplement to resolve the housing difficulties ofpopulation from other places in Xi’an.
