In1990s, after the failure of the efforts to restore the cooperative medical,instead of giving up the rural cooperative medical care system directly, our countryhas done a lot of research and experimental work, further study and explore newcooperative medical care for rural situation way. Finally, in October2002, ourcountry proposes explicitly to "gradually establish a new rural cooperative medicalsystem, NRCMS". In2011, the participation rate has reached97.5%. The NRCMS isa co-ordination medical system to farmers for a overall plan for serious disease, andorganization, guidance, supported by the government, farmers voluntarily participate,and it is financed by the individual, collective and government. the. The NRCMShelp to ease the policy and funding issues that have long hindered the construction ofrural medical security system, but also a kind of incentive and restraint mechanisms,enabling farmers to actively insured and benefit from effective supervision as well asthe formation of local government. Although the "NRCMS" has its effectiveness, itexposed many problems in its operation, such as in system and the main aspects ofthe co-participation. The paper analyzes the two issues policy recommendations toimprove the NRCMS.First of all, the article is a brief introduction of the new rural cooperativemedical concept (cooperative medical care, a new type of rural cooperative medicalcare system), the characteristics, operation mechanism, the comparative analysis ofthe theoretical basis of the old and the new cooperative medical care; Secondly,taking the Nanan City’s NRCMS for example, to analyze the current effectiveness ofthe NRCMS; Thirdly, based on the current development status of the NRCMS,analysis of existing in the system (financing mechanisms, compensation mechanisms,management and supervision mechanism) and the co-participation of the mainaspects (government, designated medical institutions, individuals); Fourth, analysisthe foreign mode of the rural medical security—Thailand、Korea、Japan, and give theadvices;Finally, based on the two aspects of the problem, given the appropriate policy recommendations to improve related system design (to establish stablefinancing mechanisms, to develop reasonable safeguards system, and strengthen themanagement and supervision) and give full play to the role of each Senate combinedthe main body of the (strengthening governmental responsibilities, increase farmersparticipate in NRCMS, strengthening of designated medical The agency’ssupervision).
