Study On The Sustainable Development Of The New Rural Cooperative Medical System In Developed Area

In1990s, after the failure of the efforts to restore the cooperative medical,instead of giving up the rural cooperative medical care system directly, our countryhas done a lot of research and experimental work, further study and explore newcooperative medical care for rural situation way. Finally, in October2002, ourcountry proposes explicitly to "gradually establish a new rural cooperative medicalsystem, NRCMS". In2011, the participation rate has reached97.5%. The NRCMS isa co-ordination medical system to farmers for a overall plan for serious disease, andorganization, guidance, supported by the government, farmers voluntarily participate,and it is financed by the individual, collective and government. the. The NRCMShelp to ease the policy and funding issues that have long hindered the construction ofrural medical security system, but also a kind of incentive and restraint mechanisms,enabling farmers to actively insured and benefit from effective supervision as well asthe formation of local government. Although the "NRCMS" has its effectiveness, itexposed many problems in its operation, such as in system and the main aspects ofthe co-participation.
