2011is a important node in the urban development of china, it hassymbolic significance. In this year, china’s urbanization rate beyond the50%in the first time. This means that the importance of planning and managementof the city stock part of the city has more than incremental part. The past30years, two certificates as the core of urban planning in china, almost allfocused on how to plan new urban areas, planning and management of thebuilt-up area is almost blank. As a result, china has the most luxurious newtown and the most dilapidated old town in the world. Almost the current urbandevelopment patterns of china entirely for how to manage incremental design,therefore, in the face of these dilapidated old town, the mainstream model ofgovernance is the land acquisition and resettlement of the real estate-drivenmode, these districts in the space thoroughly eradication, continue to followthe mode of the new building. Not only traditional historic district, and evenmany urban areas only have twenty or thirty years as this transformationmodel to be demolished.This approach had made its contribution to the development of the city.However, the destruction of the social relations of the settlements has resultedin the migration of the indigenous people. The city stock has more thanincremental, planning and management of urban built-up areas should also bediverse. It should be varied in accordance with the status quo of propertyrights characteristics updated maintenance mode. Among which, the cityvillages based on the collective property rights is an important part of theurban built-up areas.This article take the ancient fishing village Zeng Cuoan in Xiamen as acase, through the analysis of the formation of private housing property rentaland development path, looking for private housing management problemsencountered and learn from the management experience of the urban residential area, the property tax management system, build self-renewalmechanisms Villages in private housing, find a suitable activation mechanismto promote the self-renewal of urban village housing.
