At present, there is a contradiction among these factors like land, the magnitude of population, resources and environment in the Chinese metropolises such as Beijing, Shanghai, Guangzhou and Shenzhen. Those factors are hot potatoes restrained the sustainable development of urban metropolises. Such kind of situation reflects in Shenzhen as the phenomenon of the prevalence of illegal constructions. The thesis is focus on the diachronic research of the illegal construction on the urban village in Shenzhen through field investigation. In the thesis, several representative villages in the time node were chose to investigate as cases to examine. Throughout the examination of those particular cases, bring out the presumption of explanation why it is so difficult to govern the illegal construction in the urban village. The presumption is the prevalence of illegal construction represent the unvoiced pact among the local power, capital and the upper official in the government, which reflects in the surface is 40% building area in Shenzhen is illegal. This thesis will demonstrate the presumption by the stakeholder analysis and case study. The conclusion is the upper official in their term was peace at the surface but sharp inside. Land and resources cannot be sustainable with the encroachment of the local power. Based on the theory of Olson about vested interest group, the thesis analyzes the destruction of those groups, represented by local power in reality, hurting a country in the long run. And use relevant experience of Hongkong as a reference to find out the only way could fix the problem was seeking into the systematic work of a sound institution system.
