In the context of the knowledge economy and network economy，the trend of economicglobalization is increasing evidently and the environment around enetrprise has changedrapidly, information technology has become an essential trend for enterprises to develop andsurvive. China began to experience information construction20year ago, now theinformation construction in supporting enetrprise isn’t be limited in helping the businessoperation, what’s more is that enterprises want to create a new strategic competitiveopportunities for them to invest in some areas such as information technology andconstruction. Based on which have been discussed above, the main point of this paper is toestablish an information management system to protect information construction operatingsmoothly, it’s an important key factor for enetrprises which can beneifts from it.This paper selects Shaanxi Coal and Chemical Industry Group Co.，Ltd. as a case study.Based on research about information management theory and corporate governance theory,this paper goes from the actual, and puts forward some suggestions for the improvement ofthe Group’s information technology management and control through the analysis of theGroup ’s information management practice, and then designs Shaanxi Coal Chemical Group’shigh-performance information management system with an overall framework, anorganizational model and organizational structure of the high performance informationmanagement system, standardization systems and information management performanceappraisal system.The research results show that important meanings in promoting the informationconstruction of Shaanxi Coal Chemical Group, safeguarding the sustainable development ofthe Gro’ups information system and improve the Information management capacity. Besides，this study can provide a reference for the majority of Chinese enetrprises. Both in thetheoretical and practical level, they can promote enetrprises to achieve the integration ofinformation technology and corporaet strategy effectively and also can improve the ROI ofinformation construction which are of great signiifcance for enterprises.
