As a financial supervision and management systems deepen the reform of thecentralized treasury payment system, the civil service card management system wasimplemented in2007. It is now fully implemented nationwide. This system has remarkableeffects on increasing the efficiency of using financial capital funds and enhancing thedisclosure of financial information. Our civil service card management system mainlythrough the reform of the existing settlement to reduce the cash withdrawal and use of thepublic services’ expenditure, and also this system with the support of the treasury system torealize the dynamic supervision of the using process of the civil service card. Thus it canregulate the use of funds, enhance financial information’s disclosure and transparency, andprovide an institutional guarantee to create "sunshine finance" and "clean government".this article examines the origin and development of the civil service card managementsystem comprehensively and systematically. Also based on the combination of foreignexperiences in the civil service card management system, this article uses descriptivestatistics to analyze the implementation of regional civil service cards and finds problemsin the process of implementation, and then analyzes reasons and puts forward somereasonable and forward-looking recommendations.Firstly, the article introduces China’s civil service card management system with somerelated theories, including institutional economics, finance and treasury managementtheory, principal-agent theory and public choice theory. Next, this article analyzes thesupporting function of these theories on the reform of China’s civil service cardmanagement system. Secondly, based on the features and principles of China’s civil servicecard management system, the article studies the system’s origin and development. Then thearticle uses descriptive statistics to analyze the implementation of China’s civil service cardmanagement system, and to identify the problems during the implementation process. Thisincludes three departments, the budget unit, financing institution and fiscal institution. Also,this article analyzes the causes of those problems. Thirdly, this article describes the specificcontents of the British and American civil service card management systems, thedevelopment process and its significance to our country’s civil service card managementsystem. Finally, the article focuses on the existing problems, learns from the successfulexperiences of developed countries, combines them with China’s basic national conditions,improves relevant laws and regulations and enhances the scientific nature of budgeting. Onthis basis, this article proposes some reasonable and constructive suggestions to increase the budget rigidity and looks forward to producing a positive promoting role towardsdeepening the reform of China’s civil service card management system.
