| Hejin is the important base of energy and heavy chemical industry of Southwestern Shanxi, but also the country’s largest aluminum base. In recent years, due to the rapid social and economic development, the industrial pattern adjusted quickly with the resource endowment differences, and the pressure of the farmland ecological environment is increasing in study area. However, the lack of arable land ecological compensation system, result in the value of farmland just stay at their agricultural production, the arable food security, meanwhile, the value of ecological protection, maintain social stability and landscape functions of arable land itself has been ignored. How to quantify the value of this part, in order to easing the pressure on arable land, and protecting it better, become a serious problem. Through systematic research, this paper has several conclusions as follow:First, in ArcGIS9.3platform, using the second survey data of the present situation of land utilization of Hejin, DEM data, soil maps and field sampling data, selected seven factors, such as oil texture, landform types, slope, then, arable land suitability evaluation of the study area was made. Hejin city was divided into highly suitable, suitable, critical suitable and unsuitable four grades. In which, critical suitable and not suitable areas are mainly distributed in the north and south ends of the mountain and desert region, therefore, the region should be the key implementation area of cultivated land ecological compensation.Secondly, Gaodi Xie equivalency factors were corrected, proposed the equivalency factors table, which is suitable for Hejin, and estimated the Hejin arable land ecosystem service value, Hejin existing farmland ecosystem service value was0.55×108dollar.Then determined the farmland ecological compensation standard of study area:in2009, the cultivated land suitability evaluation of highly suitable area was4100.47dollar per hectare, the general suitable region was2801.97dollar per hectare, the critical suitable area1515.68dollar per hectare, unsuitable area was729.26dollar per hectare. Finally, composed the Cultivated land ecological compensation mechanism,①Established the both sides of compensation benefits, the government is the subject of compensation, peasants as the compensation object;②Set down the standard of compensation;③Carry out policy compensation, fund compensation, in-kind compensation, culture and technology compensation, the compensation channel combined of variety ones.④Put forward supervision and management measures based on regional supervision, punishment of violating the system, positive legislation. |
