The TY company is an outstanding industry in the industry’s pesticide, in the short period of more than ten years, it growed from the small business development to the second big enterprise in the chinese industry’s pesticide, Its rapid growth have great relations with cultivating talents, when the TY company was established, it realized that the development of an enterprise need excellent talents, the talents need to be cultivated, therefore the TY company attaches great importance to cultivate the staff, the company is very generous to invest in the staff training, for example,every year the TY company extracte2.5%of salary as education funds to support staff training, purchase more than ten thousand electronic training material, invite the university teacher or consulting institutions teacher to train the employees, send some employees to outside university for further study, establelish the staff training system at the same time, the company hope to cultivate more excellent talents through the above means, so the staff can provide a more powerful safeguard for the rapid development of company. Along with the national policy of encouraging the large pesticide enterprise to merger small or medium-sized enterprise, the TY company needs to cultivate a large number of excellent talents to support enterprise expansion, but the TY staff training system defects are exposed gradually, therefore it is particularly important for the TY company staff training system to be evaluated and optimized.The TY company staff training system is the research object for this paper, the author evaluated and optimizated each part of the TY company staff training system by using the methods such as human resources’ training theory, measuring before and after control theory, management operations quantitative analysis research theory. The measuring before and after control theory and management operations quantitative analysis research theory are very important for optimizing the training object and allocating the training funds. First of all,the author introduce the research findings of the domestic and international scholars in the field of staff training system by reviewing the culture training system evaluation and optimization related ideas of the experts, the ideas of the experts can provides a new thinking or method for the research of TY company staff training system evaluation and optimization.Secondly, according to the present defects of the TY company staff training system, the author uses human resources training theory and management operations quantitative analysis research theory to expose its defects and put forward the better solutions.The TY company staff training system become more scientific and perfect after carding the son training systems including organization system, process system, curriculum system and support system.This paper’s conclusions:the author evaluates and optimizes the TY company staff training system by using the methods such as human resources’ training theory, measuring before and after control theory, management operations quantitative analysis research theory. The staff training become more effective after adjusting the training organization just as seting up a special training center responsible for the staff training.The training process become more reasonable after removing the non-standard aspects.The training courses become more completely after carding. The training system have rules to follow when perfecting the training regulations. At last, the training benefits become maximization after optimizing the training funds.
