Nowadays, Low carbon development is playing an important role in economic development. To Chinese enterprises, most of them face external the same environment issues of energy conservation and emissions reduction. Only carrying out energy conservation, can enterprises keep up with the era development, so the energy conservation and emissions reduction operation strategy is suitable for any enterprises. The analysis of the energy conservation and emissions reduction operation strategy has important practical significance. Based on the previous research in enterprises’ energy conservation issues and the effectiveness of strategies, this article aims to prove the validity of energy conservation and emissions reduction operation strategy. This article made a research on energy conservation and emissions reduction operation strategy and also employs the combined method of the normative analysis and the positive analysis.
