Business leaders are different from the general managers, they tend to control the direction of the development of corporate strategy so that they has a special place in the running of the entire enterprise and has a special position in the enterprise management activities. How to improve the ability of the enterprise top managers is crucial to the development of enterprise. Therefore, to make the future development of enterprises better, it needs to establish a standard to the selection and training of senior managers of enterprises. What criteria is used to select and cultivate the enterprise top managers. Relative to the the selection of the general staff, The selection basis, the selection process and the selection process will be more stringent and prudent in the selection of business leaders.Recruitment or selection process is based on competency model in post ability positioning as well as other human resource management. A business is a state-owned enterprises, It appears Strong subjective appraisal, Restricted candidate view and is difficult to effectively evaluate the ideological and moral quality of the competition for staff in the leadership selection process. How to establish a leadership capacity evaluation system based on the competency theory,which will effectively solve the above problem.This article states the necessity of corporate leadership competency tests and background, the competency concept and the connotation in depth. At the same time, It discusses the problems existing in current domestic leadership competency research,which is based on Hunan A leadership victory power Evaluation for instance. At first, It analyzes the development strategy of Hunan A company, and the current leadership leadership selection mechanism of Hunan A company and the characteristics of the selection mechanism and problem in this paper. And it build A company leadership competency indicators dimension through questionnaire survey method and the method of behavior events. At the same time, It establishs competency test model and its index system,which based on the Analytic Hierarchy Process weight (AHP) to give the weight of evaluation indexes at all levels; Secondly,a leadership competency evaluation model in the implementation of the principles,implementation of the process and the evaluation the scope of the applicationare are described in detail in this paper; Finally, it summarizes this article, and the further research direction is prospected.
