With the economic and social development, a large number of young rural laborers migrate from rural areas to cities to find work. However, a lot of elderly are left behind in rural areas, the problem of the elderly care is increasingly severe. As we all know, Social Security is a basic policy or economic system of the modern state. It is an important guarantee for national stability, and also an important scale of social civilization and progress. After the implementation of the new rural cooperative medical policy to alleviate the problems of rural health care, in order to satisfy farmers’willingness and realize the goal of social security, the State Council decided in2009to carry out the new rural social pension insurance.The effect of the new rural social pension insurance is to be achieved through the broad participation of the rural residents. However, the new rural social pension insurance is a voluntary insurance to farmers based on their willingness to decide whether to participate in the new rural social pension insurance. Therefore, it is of great importance to study the influencing factors of participation. Past studies often analyze the influencing factors from the view of economic factors. Some studies are based on individual and family characteristics of farmers. However, seldom study the impact of non-economic factors such as social capital in rural society. This paper is to analyze the effects of social capital on insurance participation make recommendations accordingly to improve rural social capital.First of all, through the review of a lot of literature, this paper establishes a framework for the analysis of social capital and participation in the new social pension insurance. Social capital is a kind of resource that is embedded in the social networks. It is produced from social interaction. It is different from physical capital and human capital. Social capital exists in social networks and in relationships, which includes trust, interaction, norms, networks, reciprocity and so on. The participation of the new rural social pension insurance, according to some scholars, will be seen as a decision-making process, including information search, evaluation, participating behavior.Second, this paper analyzes the theory and the mechanism about how social capital spurs farmers to participate in the new rural social pension insurance. Social capital can reduce the transaction costs and bring up herding behavior.Third, this paper is to determine the dimension of social capital and the insurance participation and their corresponding indicators to be measured. This use a large number of existing successful experience for reference, and considers the specific situation of China’s rural social capital.Finally, the sample data is obtained by taking a survey. This paper uses the data to testify the affects that social capital has on the insurance participation. The Survey samples include-400questionnaires distributed and386valid questionnaires. According to the survey data, this paper uses regression method to set up Empirical analysis the conclusions of the research are that:social capital can improve the level of understanding and evaluation of the new rural pension insurance, and ultimately improve the farmers insured enthusiasm insured rate.The main conclusions of this paper are:social capital is a concept of multiple dimensions, which includes trust, reciprocity, interaction, norms, and networks; social capital has a positive effect on participation in the new agricultural insurance, but the impact of the various dimensions of social capital on the new rural pension insurance participation is different:trust reduces the transaction costs of access to information, interaction generate herding effects, mutual reciprocity has a complementary effect and substitution effect; specification has a regulatory role; norm also play a role on the participation of the new rural pension insurance.
