The phenomenon of small property right house is a widespread social and economic problem in the process of city and the urbanization development in our country. Small property rights house issue not only involves the illegal usages of rural farmland and construction land, but also involves the standardization of the housing market in our country. The village land is vital to farmers’survival as well as the housing to citizens; small property rights house problem combines rural farmland with housing problem. So it is very necessary to solve the problem of small property rights house in time, whether for the protection of rural farmland, or for the normalization of the housing market.Small property rights house rises from the90’s of last century, from2000to now, the phenomenon of small property rights house spread quickly across the whole country, and there is an increasing number of small property rights houses, which specification becomes more and more like normal commercial housing. Since2007, our country has produced corresponding policies and regulations, the development and sales behavior of small property rights house are strict controlled, but the illegal development and sales phenomenon are still rampant, so effective laws and regulations should be produced in time to govern small property rights house problem. Based on the above background, this paper decides to research on small property right houses. It aims to definite the development status of small property right house as well as summarizes the cause of the problem in detail. Moreover, it aims to explore land interests distribution of the small property right house and investment behavior, analysis the trend of small property right house and propose a solution of solving the issue which in order to provide some decision reference for the government.According to the article, the distribution of the research content and research emphasis of the article is divided into four parts. The main content of the first part concluded briefly introduce of the background, the purpose and the meaning, main content, research methods and technical route of this paper.This paper expounds the definition and theoretical basis, it summarizes the main outlines the theory of the guiding significance of the research. The main content of the second part concluded comprehensively analyzed the development status of small property right house, to explore the small property right house influence on rural development and analysis the cause of the problem of small property right in our country based on that, it points out that the small property right problem is caused by a variety of reasons this part also analysis internal dynamical mechanism of small property house by using the land trading profit distribution model and related investment game model among the internal power system,it also pointed out the important of policy regulations to regulate small property house.The third part consists of chapter6.The main content concluded the study of current policy and trend of small property right house, the summarize and evaluation of relevant policy content of the small property house. At the same time, it used the small property right problem of Shenzhen as a case to verify the evaluation of small property right policy. Through the analysis the case of policies and small property right problem of small property right, it analyzed the positive and negative factors of small property right house. According to above research, it proposed the forecasting of the future of small property right policy and disposal, which provide theoretical and empirical support to solving the problems.The Fourth part consists of chapter7.Based on the above research.it puts forward the path to solve the problem of small property right house.First of all, it should restrain the Spread and diffusion of small property right house from the policy and system and then it put forward specific suggestions on disposal of small property right house.
