A Study On Traditional Chinese Medicine Resources Value Of Environment And Economy Coordinating Development

As the development of the economy of our country has entered a new stage, in the fifth Plenary Session of the 18th CPC Central Committee, our country's leaders formulated the future development of China's green economy road, guiding National People's construction of ecological civilization. The continuous improvements of people's quality of life, the gradual enhancement of health consciousness, and the further improvement of the national health insurance system, increase the demand for natural medicine. The versatility of traditional Chinese medicine resources decides they have a variety of functions and benefit. However, with the reform and open to the outside world, the allocation of traditional Chinese medicine resources only pays attention to the study of the value of Chinese medicine resources' market, and ignores the value of ecological environment of the Chinese medicine resources, biodiversity and others. In particular, the environmental impact of the allocation of traditional Chinese medicine resources is not included in the evaluation system of traditional Chinese medicine resources decision-making, resulting in the distortion of the signal distortion of traditional Chinese medicine resources. As a result, in the traditional Chinese medicine resources industry, for the sake of the rapid growth of Chinese medicine industry, people sacrificed a lot of resources, and then destroyed the ecological environment. Therefore, in order to promote the sustainable use of the Chinese medicine resources, we should clarify the value connotation of traditional Chinese medicine resources and comprehensively account of the value of traditional Chinese medicine resources, so to improve the utilization rate of the Chinese medicine resources.In this paper, we analyze the resources value theory, resource economics theory and the theory of sustainable development, draw lessons from domestic and foreign researches, and then propose the theory of traditional Chinese medicine resources value accounting. To explore and summarize the concept and characteristics of traditional Chinese medicine resources comprehensively and systematically, we put forward the concept of green value of traditional Chinese medicine resources. Through the construction of system dynamics model to analysis of the failure control of traditional Chinese medicine resources market and government, we reveal the deep-seated reasons that Chinese medicine resources value cannot be achieved, and the necessity and feasibility of taking traditional Chinese medicine resources biodiversity value and ecological value into accounting system of traditional Chinese medicine resources.Through the above theoretical and empirical analysis, this paper obtains the following research progress:First, based on the content of traditional Chinese medicine resources, we construct a framework for the green accounting of traditional Chinese medicine resources. Then, we set up the satellite accounts which integrates traditional Chinese medicine resources environment and economic accounting, put forward the effective social mechanism that can implement the non market value of traditional Chinese medicine resources, and provide basis for utilization and protection of traditional Chinese medicine resources, for the sustainable development of traditional Chinese medicine resources.
