Faced with the national development and prosperity of socialist culture, and the new pattern of global mobile Internet era, China Telecom is accelerating the strategic transformation, meanwhile cultural integration and innovation are confronted with new opportunities and challenges in branch enterpeises.China Telecom has more than a hundred years history, but the enterprise cultural development and reform started so late, compared with foreign well-known communication enterprises. It is a determining factor for China Telecom to make enterprise culture strike roots in branch enterpeises. The construction of industrial, regional and enterprise cultrue and the successful transformation from "concept" to "practice", all of these have become challenging problems for branch enterpeises at present.The thesis, taking China Telecom local network strategy unit-TZ branch as an example, studys the evolution of its cultural building, the present situation, confusion and opportunities for the branch enterpeises, seeks for the ways of implementation of the enterprise culture in China Telecom, and exploratorily analyzes the features and limitations of its branch enterpeises to find countermeasure for the cultural construction according to its local culture.On this basis, aiming at the existing problems, the thesis focuses on the development, creation and upgrading of TZ Telecom Company’s "fashion" culture brand, and on the integration and innovation of grass-roots organazitions’construction to find the way to the distinct cultural system which affects the process of its management. By analysis of the construction of four subsidiary cultures---the harmonious culture, the culture of responsibility, the service culture and the creative culture, the thesis puts forward advice and countermeasures for dealing with the cultural construction in branch enterpeises. The thesis attaches great importance to the exploitation of local cultural resouces and integration of industrial culture, national culture and regional culture so that the tasty enterprise culture climate can be created. And the cultural continuity and inovation should be done well to enrich and perfect cultural system of telecom enterprises in China.
