Since ancient times,China has been an agricultural society, in which the natural economy dominated.Since after the Opium War, influenced by Western capitalism, the natural economy began to disintegrate.However, the land is still an important carrier of Chinese farmers. The land is closely related to the life ofthe farmers. Since the reform and opening up, China has made remarkable achievements in development ofsocial economy. But rural areas, traditional agriculture and poor farmers has become a bottleneck for thefurther development of China’s social economy. To solve the "three rural" issue, you have to deal with landissues which are closely related to farmers. In recent years, along with the adjustment of agriculturalstructure, rural land-scale management is an important form of agricultural production. With the promotionof government and the need of the development of economy, the range of rural land circulation isexpanding with diverse forms, which causes a widespread concern of the whole society. Rural landcirculation has an important practical significance in that it can promote the adjustment of agriculturalstructure, promote the rational allocation of land resources, and the liberation of labor force and provideabundant labor resources for the development of China’s secondary industry and tertiary industry.By studying the relevant policies and related theories and the survey of Lankao County, combinedwith China’s "three rural" characteristics and the current situation of China’s land transfer, this articleanalyzes situations, obstacles, and problems of land circulation and discusses the dynamic mechanism ofrural land circulation and proposes policies and recommendations of rural land circulation. First of all, inrecent years, the speed of the land circulation in Lankao County accelerates, as well as the diversification offorms and participants of land circulation and the deeper of land circulation market. However, the imperfectsocial security system, the lack of supervision and management mechanism of land circulation, low literacyof farmers, the lack of funds, and the overheating attitude of the government, to some extent, hinder therural land circulation. Secondly, the need of the social labor division and the scale production caused bythe development of economy, the adjustment of agricultural structure, the support of government policy,rural labor force, the transfer of non-farm employment and the development of knowledge and technologypromote the rural land circulation from both internal and external aspects. Finally, as for the problemsmentioned above, recommendations to promote of rural land circulation are proposed, such as improvementof the social security system, enhancement of household registration reform policy, clearify of property rights, improvement of the intermediary organizations of land circulation and oversight mechanisms andthe development of rural specialized cooperative organizations.
