The Study On The Participate In The Public At The Reconstruction Process Of Villages In The City

Nowadays in China reconstruction of the city village is a necessary way to realize the development ofurbanization. Its essence is to optimize and redistribute the social and public resources. And at the sametime it is a people project which is closely related to the life of masses, especially the peasants. In theprocess of reconstruction of the village in city exists many things involves with the vital interests of themasses, such as the land acquisition, demolition compensation and resettlement of the villagers. In theconditions that the construction of society democracy and rule has made great progress, it will obtain theunderstanding and support of the public if we can full respect the opinion of the public, listen voice of thepublic, maintenance the interests of the public especially the vulnerable groups. Therefore in the process ofreconstruction of the city village implement citizen participation has become an important and necessarything in the work of the government to collect the land.The article adopts the literature research method and case analysis method to construct the frameworkand to analyze the actual situation. Firstly the article introduce the research background, the significance ofthe topic, the research status in domestic and foreign, the research ideas and methods etc.. Secondly itintroduces the related concept of citizen participation and reconstruction of city village and analysis theaffect of citizen participation in the process of reconstruction of city village. Thirdly take several citizenparticipation in the process of reconstruction of city village in Kaifeng New District as an example,through practicing the citizen participation, researching conclusion, analysis and evaluating summarizedthe criticism of crux. Mainly include four aspects: cultural literacy is lack of citizen participation,expansion government power, lack of trust between government and citizen, and the legal protection is not perfect. Finally, according to the situation of citizen participation in the process of reconstruction of cityvillage, form the optimization approaches to improve it. Mainly include five points: cultivating the orderlycitizen participation culture in the reconstruction of the city village, experience the spirit of citizen,construct the pluralism network of citizen participation, regulate the government’s power, construct thetrust between government and citizen to form the positive interaction between two sides, perfect legalguarantee mechanism of citizen participation in the process of reconstruction of city village.
