Industrial structure is the most importantpart of the economic structure, the optimization and upgrading of industrial structure is to promoteeconomic growth factors indispensable. Among them, foreign directinvestment (FDI) is an important external factor of the industrial structure change.As one of China’s first batch of open coastal city of Qingdao, Shandong province is the largest foreigncapital city. Over the past thirty years, has formed an all-dimensional, multi-level, the wide field ofinvestment pattern by foreign direct investment in Qingdao, and made great achievements. Foreign directinvestment has become an important factor in promoting economic growth in Qingdao, increase incomeand employment expansion. Through the use of foreign capital, Qingdao City, the introduction of a largenumber of capital, technology and advanced management experience, and thus promoted the improvementand adjustment of technical level of the local industry, promote the economic development of Qingdao.However, the introduction of foreign capital in promoting economic development and at the same time,there are inevitably some negative effects can not be ignored, such as: industry structure and industrialstructure of FDI is not reasonable, to the second industry proportion is too large; the introduction of manylabor-intensive industries, technical content is low, and the problems of low level repeated introduction andconstruction; some foreign pollution industries and obsolete technology, equipment and productiontechnology transfer, causing adverse effects on the ecological environment. And from a national perspective, the current transition to attract foreign investment in China has been from the age of80large-scale, nochoice or less choice, heavy quantity stage for high level, weight selection, talk about the quality of thestage. To sum up, as the Shandong province and even the national opening to the main window, thecharacteristics of the industrial structure of foreign direct investment in Qingdao City, and study how to useforeign direct investment to promote the optimization and upgrading of industrial structure in Qingdao City,so as to realize the sustainable social and economic development, it has a very important practicalsignificance.In this paper, in the full construction of Shandong Peninsula Blue Economic Zone in the background,based on specific situation of Qingdao City, on the introduction of foreign capital to screening and analysisof the utilization of foreign capital, Qingdao City, the strategic target, strategic direction and choice ofindustry, specifically pointed out to give priority to the introduction of what industry, the prohibition of theintroduction of what industry, provide a reference for the related departments to make use of foreign policy.
