Financial problems are always thekey of an enterprise, especially for new urbanization enterprises, problems are moreprominent. So, in order to enhance competitiveness of domestic enterprises, strengtheningenterprise financial management and actively exploring the appropriate enterprise financialcontrol model, has a very important significance.DS group is a new urbanization enterprise. With the development of urbanization inChina, Township enterprises have carried out the corresponding reform of the shareholdingsystem, formed a group of enterprises, But the foundation of township enterprises is weak,development level is unbalance, the lag of financial management and control model willrestrict the development of the group enterprises, In order to achieve breakthrough andtranscendence, township enterprises have to adjust the old financial management and controlmodel. The paper take the DS group as the research object, through the analysis of the controlmode, By analyzing multiple problems and the causes of the problems of the current DSgroup financial management and control model, and using“man-machine-materials-method-environment” system analysis method, present the measuresto solve the corresponding problems, which helps to improve and perfect the DS group’sfinancial management and control model, and provides some useful references for similarenterprise group.The first chapter of this thesis introduces the background, objective and significance ofthe research topic and reviews the literature at home and abroad. The second chapterdiscussed the basic theory of the financial management mode and the centralized financialmanagement mode, decentralized financial management mode, the centralized anddecentralized financial management mode, and according to the analysis of DS group, choose the suitable financial management mode according to the current situation; The third chaptermainly introduces the problems of financial management of DS group from nine aspects, suchas ownership structure is not clear, lack of funds plan and efficiency, asset management is notperfect, the financial organization and personnel structure is unreasonable, financial systemand the process is not perfect, problems of comprehensive budget management, financialbasic work, financial information is lag and lack of talent and team construction problems,and analyzes the reasons of these problems; The fourth chapter is the overall design of thegroup financial management model by using the system analysis method of“man-machine-materials-method-environment”, to ensure the implementation of financialstrategy and corporate strategy; the last chapter is the summary.The man-machine-materials-method-environment analysis is used to design financialmanagement model,“human” is defined as human resources, I mainly introduce theorganization design, staffing and effective management of the staff;“machine” is defined as“the information system of enterprise finance”, I design some measures on how to strengthenthe financial information system based on ERP system oriented;“material” is defined as themain functions and the key link of the financial management of enterprise group, do somedesigns on the comprehensive budget management, assets management and accounting basiswork;“method” is defined as “method of operation”, which is mainly related with thefinancial management of the internal management system, process, method and so on, here ishow to strengthen the system construction and puts forward the design ideas;“environment”is the internal and external environment of the enterprise group’s financial management, Ipropose some advices about the relevant measures in order to ensure the successful operationof the financial management mode. This paper attempts to study the financial managementproblems of the enterprise group, by designing management mode, which is suitable for themanagement mode and strategy of enterprise, not only does some promotions to enterprisegroups, but also provides some references to financial management of the domesticenterprises group.
