The J Enterprise Group’s Financial Control Reserch On The Basis Of Pluralistic Stratagem

Enterprise Group is the inevitable product of economic development. The development of enterprise group in China is entering a new phase, and becoming the main force to promote the national economy. However, the development course of enterprise group is not long in China. The formation is with obvious planned economy characteristics, constrained largely by the economy system, and lack of operation experience. By the way, some defects exist, such as improper decentralized control, immature institutional structure and immature control way. Meanwhile, compared with the general requirements for development of enterprise groups and the advanced enterprises in foreign countries, China lags far behind. Under this background, to study how to improve the Group’s financial control and improve the level of financial control, effectively preventing financial risks is of great importance both in theory and practice.The main point of this paper is the development strategy of enterprise groups determines the control content. According to the financial strategy developed by the strategy of enterprise groups, the financial strategy determines the financial controls, including financial control modes and approaches. Financial strategy draws the overall direction of financial control and is the first step in financial control. The determination of financial control way should be based on the financial strategy. The financial control modes could be mainly divided into three types, centralized, decentralized and mixed. The ways of financial control are organization control, personnel system control, financial risk control, comprehensive budgetary control, unified settlement and centralized accounting control. Among those controls, the organization control and personal control is the foundation of control. The financial risk management, comprehensive budget control, unified settlement and centralized accounting control is the concrete measures of financial control. The environment of corporate financial control is the protection of effective financial control. Financial control is to better achieve financial strategic objectives, by improving the level of financial control to promote the overall management level of enterprise groups, and ultimately to achieve the strategic goal of enterprise groups.The main contribution of this paper is, under the current accounting rules and regulations, in accordance with the modern financial management theory and methods, by drawing on traditional Chinese culture, this paper studies the financial control in enterprise groups. Firstly, Confucian and Legalist ideas are used in the financial control. Secondly, based on the principle of reality and effectiveness, this paper puts forward the practical solutions such as the reconstruction of financial organizations and the establishment of cash pool.In this paper, under the way of "theory explanation-problem proposition-problem solution", the relationship between the strategy of enterprise groups and the financial strategy and the relationship between the financial strategy and financial control is studied. Secondly, the theory of financial control in enterprise groups is explained. Thirdly, the status and problems in J enterprise group in studied. On this basis, according to J Group’s diversified development strategy, this paper points out some countermeasures to further improve the financial control in J group.The drawback of this paper is, the financial control of enterprise groups is complex, the related resources is numerous and difficult to be comprehensive. In another word, it’s difficult to make a comprehensive and system consideration in theory, to completely solve the problems faced by the enterprises in practice, and more difficulty to be both extensive and subtle. Limited by the author’s knowledge and experience, this paper can only focus on some points.
