Analysis On The Development Differences And Growth Paths Of Small-towns In Jiangshu Province

Since the reform and opening up, the dynamic of small-towns are gradually stimulate,and have become China rural area growth pole, the urban-rural linkages and the urbanizationimportant carrier.The Party’s18report stressed the need to enhance the medium-sized andsmall cities and small-towns fuctions of industrial development, public services, employmentcreating and population agglomeration. As one of the most advanced area in China’s easterncoastal economy, Jiangsu province internal is also facing big differences in regionaldevelopment. How to speed up the backward areas economic and achieve the whole regionaleconomy coordinated growth have become the urgent issues to settle in Jiangsu province.Small-towns play a decisive position in Jiangsu economy and small-towns driven regionaleconomic is the distinctive feature of Jiangsu economy, but the development difference ofsmall-towns is apparent in Jiangsu. Therefore, in the background of China’s social andeconomic transformation, how to base the national overall development strategy requirementsand combine with the regional development reality, make the best use of the situation, andlayout and develop small-towns reasonable is not only the necessary measures to acceleratenew urbanization development, but also the inevitable requirement to balance urban and ruraldevelopment and enhance the region core competitiveness.The paper bases on the defining the related concepts of small-towns, and uses the relatedtheory of urban and regional development as the instruction, and uses documentary collectionand field research, quantitative analysis and qualitative analysis, comparative analysis andsystem analysis, static analysis and dynamic analysis, empirical analysis and normativeanalysis as research methods, and explores respectively the small-towns current developmentdifferences in Jiangsu from the provincial level and regional level, and analyses their formingmechanism, and then bases on Jiangsu urban system planning requirement and regionaldevelopment, and proposes the small-towns growth path respectively from the provinciallevel and regional level.According to the paper research purpose and research ideas, the main contents of eachchapter are as follows:Chapter I is the introduction part. It put forward the research context and purpose andmeaning, and reviews domestic and foreign research trends, and gives the research ideas, the framework, the research methods and the innovation points.Chapter II is the general rule and theoretical basis of small-towns development. Itdefines the related concepts of small-towns, and analyzes the general process andfundamental law of small-towns development, and states the related theory small-townsdevelopment.Chapter III is the analysis of small-towns development difference in Jiangsu province. Itdescribes the present situation of the social and economic development of Jiangsu province,and divides the small-towns development stages, and analyses the development features andtrend of small-towns. It analyses the provincial differences from the spatial distribution, thescale level and the economic level, and establishs the evaluation index system of small-townscomprehensive development level to analyse regional differences.Chapter IV is the analysis of influence factors of small-towns development difference inJiangsu province. It distinguishs the influence factors of small-towns development differencesfrom the internal and the external aspects: the internal influence factors include naturalresources, man and land contradiction, industrial clusters, specialized market and marketcommunity, regional culture, and these factors promote the small-towns development frominside to outside; the external influence factors include city diffusion, traffic condition, policyenvironment, foreign investment, and these factors drive the small-towns development fromoutside to inside. Then it takes Sunan small-towns for example, and analyses the influencefactors evolution process in the traditional Sunan model and the new Sunan mode.Chapter V is the analysis of Jiangsu province small-towns growth paths. On the basis ofChapters III and IV and Jiangsu urban system planning requirement and regionaldevelopment, it put forward the small-towns growth paths from the provincial and regionallevels.Chapter VI is the conclusion and discussion. It summarizes the relevant conclusions andput forward the research deficiency and the future research direction.
