Abstract: Market competition is fierce in today’s society, enterprises are facing thepressure from all sides, Human plays a key role in the competition. How to attract theright talent, retain the core staff, and make full use of their enthusiasm and initiative,becomes the core task of modern human resources management, which can help finishthe work more efficiently. Obviously, position and pay incentives system havebecome the mainstream throughout the core task.since the establishment in2002, Hengyang mobile communication company hasbeen developed rapidly, whose business ranked first class in Hunan. in recent years,along with the changes of internal and external environment of recombinant,communication operator full business operation and the labor contract law, the mobilecommunication market competition is becoming increasingly fierce, especially thecoming of the4G era, the company business strategy is in the stage of transformation.However, the present human resources system especially in position and payment hasbeen unable to meet the need of company’s development. A comprehensive andsystematic optimization and improvement to the position, performance, salary systemis in need. How to design right position, salary system, how to combine payincentives system with company’s overall strategy perfectly, how to maximize thesalary incentive effect, these are difficult problems in front of human resources whichneed to be solved. This article relies on the project implement and pay incentivessystem of Hengyang mobile communication company, where these problems arestudied and discussed theorily and practically.In this paper, the status of domestic and foreign research situation has beensummarized and analysed.Meanwhile, the concept of position cluster managementand salary management have been studied deeply. Taking Hengyang mobilecommunication company as an example, through the collection of large numbers ofdata and materials, as well as the investigation of the position salary system,Hengyang mobile communication company salary system are summarized, the system,analyzes its present situation and main problems of.
