Since the21st century, with the continuous development of society and economy,market competition is becoming more and more complicated, the demands of people aremoving in the direction of diversification. The standardized and repetitive managementmodel, which has greatly improved the production efficiency, is no longer brilliant,however, the project management model, a model famous for great flexibility andoriginality, successfully satisfied development of the times and has become the darlingof the modern management. With the help of project management methodology, theutilization of scarce resources has been greatly improved, as well as the efficiency ofmiddle class management staff. Project management methodology is becoming anintegral part of the modern enterprise management. Although, the project managementmethodology is widely used in the construction project in China.At the very beginning, this article combed domestic and international research onproject team management theory, moreover, the author took a review of the projectteam Research, we found that less of the existing research are related to projectmanagement issues which has a state background. Basing on the housing resettlementproject of Company D, we analyzed the problems of the project team, we found thebasic reasons are as follows: the project team which was established unreasonably can’tsatisfy the project’s needs, the imperfect communication channel and the utilitarianteam atmosphere blocked the communication between the workers, the relationshipbetween different stakeholders and the team culture which put emphasis on harmonymade the incentives lost its use. Furthermore, combined with the related theory, thispaper analyzed the problems focusing on the team configuration, channels ofcommunication, motivational strategies, in the context of the project team with differentstakeholders, we put forward a dynamic configuration countermeasures of differentstages, which fully considered the project team’s final object, the manager’s controlpower and the physical work demands, formed an effective way to improve theefficiency of communication by building smooth communication channels, puttingemphasis on timely feedback of information and building a harmonious team atmosphere for the secondary, and designed an motivation program with the core ofperformance appraisal which is not only incentive-oriented and stability but also giveconsideration to the spiritual needs of employees.
