The Study On Management Policy For Processing Trade Industry In Guang Dong Province

As an important industry participating the international industrial division andcooperation, processing trade will consistently exists in China. Its sustainable, rapid andhealthy development had made huge contribution to the economy of GuangdongProvince. The processing trade industry should be supported in policy. The "bond”characteristics of the processing trade means that the government should havereasonable and effective supervision on it. However, Trade-Van management policy forprocessing trade industry was established in1990s, which cannot meet the need anymore. In recent years, because the volume of business increases rapidly, more and morecompanies call for the "untie" of the polices. The Trade-Van management policy forprocessing trade industry is facing the unprecedented pressure and challenge. As themain province developing the processing trade industry, Guangdong province has theresponsibility to find out a good way to it.In this thesis the research was made in a three-way method, which is, to find outthe problem, to analyze the problem and to solve the problem. The author tried to findout the problems of the Trade-Van management policy for processing trade industry inGuangdong province, that is, the overlap of labor-division of Departement of ForeignTrade and Economic Cooperation of Guangdong Province and General Administrationof Customs Guangdong Branch and the lagging behind of administrative means. At theend of the thesis a plan of “Wide in and Strict supervision” is worked out to perfect theTrade-Van management policy for processing trade industry in Guangdong province.The research results of the thesis are: First, the principle of “serviceadministration”. The Departement of Foreign Trade and Economic Cooperation and theGeneral Administration of Customs should change their old way of “poweradministration” and set up the new principle based on the real need of the industry andthe companies. Second, the principle of “partnership”. The departments ofadministration and the companies are partners, in other words, the companies are the“customers” of The Departement of Foreign Trade and Economic Cooperation and theGeneral Administration of Customs. The Trade-Van management policy for processing trade industry should serve for the development of the companies. It should eliminatethe factors which influence and prevent the companies from developing. This is the keypoint. Third, suitable administrative policies should be made to ensure the effect ofmanagement. The government should use digital method to improve its policies,integrate the process of trans-department management, and help the companies “widein”. At the same time, the government should have “electronic purse seine supervision”and have “strict supervision" to the processing trade industry without add more burdento the companies.Base on the above research, with the way of “wide in and strict supervision”, theauthor tries to improve the scientification of the Trade-Van management policy ofGuangdong province, to realize the scientific and effective management of theprocessing trade industry, and to ensure the healthy and orderly development of theindustry.
