Study On The Sustainable Development Of The Comprehensive Repair Service System In Rural Community Of Fujian Province

The construction of the system of comprehensive maintenance servicein rural community in Fujian Province is guided by the government and tookcontrol by supply and marketing cooperatives with the support of alldepartments, the participation of social forces and the strategy ofmarketization. The system has produced positive effects on solvingproblems such as maintenance difficulty, poor service, and chargedisorder, etc., and on promoting rural consumption. It is also instructiveto create rural working mechanism.Despite the preliminary achievements by the system, conductors arefacing the problems of maintaining its sustainable development. Thereexists not a little foreign theories and experience for borrowing, however,as we have different conditions of the nation and people, we could notimitate them indiscriminately but look for a working mechanism suitableto the physical truth in practice. Scholars at home have not made in-depthresearches on the new rural mechanism which is leaded by the government,organized by non-profit organization (NPO) and operated by the market.And this paper, balancing the profitability and public affair of thesystem, focuses on the approach for its sustainable development.This paper adopts game theory and theory of NPO, collects information,carries out field research and make in-depth study by combining inductionand deduction, qualitative analysis and quantitative analysis,comparative and case analysis. The result shows that the balance betweenprofitability and commonweal is the premise of sustainable development.The current system, however, troubled by its imperfection, unsoundlinkage mechanism and low management efficiency, has impacted the gameequilibrium between profitability and commonweal and also has hinderedthe sustainable development of the system. The paper has deeply analyzedthe content and relationship of profitability and commonweal. It alsoproposes concrete solutions such as strengthening the leading role ofsupply and marketing cooperatives, fastening the construction of tradeassociation and integrating operating service, in order to keep thebalance, unification and mutual promotion between profit-making andpublic welfare, and in further facilitate the sustainable development ofthe service system.
