Study On The Development Of Townlets In Fujian Province

Urbanization is the only way to modernize a country and a region. Joseph.E.Stiglitz, the Nobel economics prize laureate, think that China’s urbanization is one of the two events which affecting the process of human development in the21st century. As the important links for linking urban and rural areas, radiation in rural areas, expanding employment and stimulating domestic demand, townlet’s healthy development plays an important role in promoting China’s urbanization. In recent years, Fujian province faces the big opportunity that our country encourages the eastern region to take the lead in development and accelerate the construction of the channel west bank economic zone. But at the same time, Fujian province faces the important tasks to speed up the coordinated development of regions, balance urban and rural development and realize scientific development. Due to the reasons such as history and geography, the economy strength and development level of the931villages in Fujian province is relatively weak. It needs to develop a batch of strong town with radiation ability to drive more construction of townlets and significantly promote the overall strength of small towns in the province. Therefore, how to understand the status and problems of the development of small towns in Fujian province and further put forward countermeasures for promoting the healthy development of townlets in Fujian province by evaluation analysis of Comprehensive reform of the construction pilot town has important practical significance.This paper based on research summary of townlets at home and abroad and analysis of townlets’ state-of-the-art and existing problems in Fujian province. It explores the progress of comprehensive reform of the construction of townlets in Fujian province, then it introduce and analysis the appraisal target system of comprehensive reform of the construction of townlets in Fujian province. Meanwhile, this paper uses descriptive statistics and principal component cluster analysis method to evaluate the comprehensive reform of the construction of townlets in Fujian province. In addition, it divides the townlets into three categories according to the construction level. At last, this paper points out the basic idea of the development of townlets in Fujian province and put forward the development countermeasure in the future of these townlets.Research results show that:(1) Fujian province has made significant achievements in the construction of townlets, but it also exist some problems as weak in leading role in rural areas, imbalance in public products supply, insufficient development factors. Although, development speed and quality of each pilot town significantly improved and work more of economic and social development in the whole province, it still exist the problems such as unbalanced development efforts, weak in promoting efforts of the overall reform, public facilities supply shortage in some pilot town. These problems all restrict the continuous progress of the comprehensive reform of construction.(2) Based on the evaluation of the first batch of Comprehensive reform of the construction pilot towns, they can be divided into three categories. The first category includes Tingxi Town, Xinxu Town, Jiaomei Town, Jinjing Town, Shuitou Town, Xitianwei Town, Jiangkou Town. The comprehensive development level of this kind of townlets is best. The second category includes Jingxi Town, Qingkou Town, Yanxi Town, Longmen Town, Gutian Town, Gaopi Town, Baisha Town, Saiqi Town, Qinyu town. The comprehensive development level of this kind of townlets is medium. The third category includes Longtian Town, Xiaotao Town, Yangzhong Town. The comprehensive development level of this kind of townlets is falling behind. It presents the characteristic that the development level of townlets in coastal city is superior to the development level of townlets in hilly city.(3) We should take the new urbanization construction requirements and in accordance with the people-oriented to promote the development concept of the urbanization. We need to according to the comprehensive reform of the construction of townlets for leader to promote the development of small towns. We should optimization of layout of small towns construction and development and strengthen pilot towns gathering radiation effect. We should classification promote the reform of pilot towns’ comprehensive construction and strengthen the demonstration effect. We should strengthen industrial supporting ability and concentrating on urban economic basis. We should improving the capacity of public service supply and strengthen the construction of public infrastructure. We should strengthen capital and personnel support and build the guarantee of the development of small towns. We should also speed up the pace to develop the pilot towns reform and innovation system of small towns development mechanism.
