Research On The Promotion Of Comprehensive Reform And Construction Of Small Towns Of Zhangzhou

Construction of small towns is a vital tactical task in the course of advancing ruraleconomy and social development. Development of small towns plays an important role inaspects, including promoting urbanization, transferring rural surplus workforce,expanding domestic demand, upgrading industrial structure and so on. During the11thFive-Year Plan, Zhangzhou has made achievement in the construction of small towns.However, compared with the adjacent developed areas like Xiamen and Quanzhou,Zhangzhou still lags behind in the development of small towns, which lies in thelimitations, such as planning design, fund investment and safeguard systems. If thoseproblems can not be solved, further implement of construction of small towns inZhangzhou will be hindered. In2010, Fujian Province included "Battle for Reform andDevelopment of Small Towns " in the five battles for scientific and leaping developmentof Fujian Province. After three-year efforts, comprehensive reform and construction ofsmall towns has made initial progress. In this article, I make an field investigation into thenational, provincial and municipal test grounds within Zhanghou, summarize the effectsof test grounds on comprehensive reform and construction and their reasons, and stepfurther into the general difficulties and urgent problems in the comprehensive reform andconstruction of small towns of Zhangzhou; in addition, combining the theoreticalachievements and practical experience, I exploit an approach to the promotion of thecomprehensive reform and construction of small towns of Zhangzhou, a methodaccordant with Zhongzhou real-situation and features.The paper is divided into six chapters. The first chapter introduces the researchpurposes, research significance, domestic and international research trends, researchmethods and innovative points. The second chapter gives a introduction on thecomprehensive reform and construction of small towns of related concepts and the maintheories. The third chapter describes the background of comprehensive reform andconstruction of small towns, including the general situation of construction of small towns in China, Fujian and Zhangzhou. The fourth chapter makes an analysis and summary forthe achievement and shortcomings of the comprehensive reform and construction of smalltowns in Zhangzhou. Chapter V is an case analysis on the national, provincial andmunicipal test grounds of Zhangzhou. Based on a combination of the contents of the firstfive chapters, there are suggestions and countermeasure that speed up the comprehensivereform and construction of small towns in Zhangzhou, under the direction of “NewUrbanization”.In the end, it comes to the conclusion as follows:⑴The pilot reform inZhangzhou has achieved results in aspects of project construction, industry gatheringand so on. However, there are still some problems such as the difference of planning, thelag in infrastructure construction, the shortage of fund resources and land scale, the lowlevel of management.⑵The case analysis of three test grounds indicates that despite ofgood policy, there is huge gap among different test grounds; the improvement oflivelihood project does not coordinate with economic development; it makes slowprogress in ecological and environmental protection.⑶The promotion of comprehensivereform and construction of small towns of Zhangzhou should be carried out under thedirection of “New Urbanization” theory, and take steps as follows: making scientificplanning which highlighting the development of specialty; nurturing the leadingcharacteristic industries and readjusting the industrial structure; broadening the financingchannels to establish a diversified investment and financing system; deepening financial,household and other aspects of comprehensive reform; strengthening ecological andenvironmental protection; promoting traditional culture; innovating ideas to improveconstruction management; training and importing skilled personnel.It has been relatively short time since the construction of comprehensive reformcarried out in Zhangzhou, so the relevant research base is weak. This paper summarizesthe situation for the reform and construction, combining with the case analysis of testgrounds, and strive to reflect the progress of construction of comprehensive reform inZhangzhou more comprehensively, to provide a reference for related research.
