The experience of reform and opening in the past35years can be summed up in onesentence that China should make full use of both domestic and overseas markets and utilizetwo kinds of resource. The report of the Seventeenth National Congress indicated that weshould combine the ‘introduce in’ strategy and the go global strategy together, and encouragedomestic companies to take part in international economic cooperation and competition. Theinternational engineering contracting industry bring the designing, building, exports andoverseas resource discovering together, which means it’s an all-around activity that containsgood exports, technology exports, labor exports and management exports. That’s whyinternational engineering contracting is the most important way for go global strategy. Thedevelopment of international engineering contracting industry means a lot both to China’sstrategy and to Chinese economic. It’s absolutely wise for GMG to accesses to internationalengineering contracting industry under this surrounding. In fact, it’s really very important forGMG to analyze her inside and outside circumstances and find the proper way ofdevelopment.There are six parts in this paper. In the first part, we learn the research background of ourpaper, and then we give a comprehensive overview about the theory of development strategyand international engineering contracting knowledge. In the second part of our paper, to findGMG’s opportunities and threats, we analyze both the polity and economic surroundings ofGMG, and then we focus on the industry competition environment. In the third parts of ourpaper, we tidy up materials of GMG, which contains GMG’s general situation,operation model and GMG’s competitive aspects, to find GMG’s advantages anddisadvantages. Based on the results of part2and part3, we value the inner and external factorsand choose the proper development strategy by using IE and QSPM matrix. In the fifth part,this article introduces the detailed steps for implementation of the strategies with additionalmeasures to guarantee the implementation of strategy. The sixth part summarize all the resultsthat we have got in this article.According to the research, we find that the proper strategy for GMG is SO growthstrategy. Based on guaranteeing the core business, GMG should focus on some specialbusiness fields and look for excellent items, BOT e.t.
