Xinjiang Border SEZ Construction And Polarization Effects Analysis

It has been400years from the appearance of the Word Economic Special Zone which is a common phenomenon and played a vital role in the process of human economic and social development. The construction of Economic Special Zone in China began in1980s.China has formed a comprehensive, multi-channel and multi-level opening pattern after30years’efforts. But in another aspect, the opening pattern of China emphasized on the east region which make the region economic development unbalanced. In order to speed up the economic development in the west of China in the new history conditions, a policy was put forward in a Xinjiang work forum held by the central council in May2010. The conference introduces that an Economic Special Zone will be set up in Kashgar and Huoerguosi respectively and carried out special economic policy. The construction of Kashgar and Huoerguosi economic special zone is beneficial to explore new way to promote opening-up in China and consummate the opening-up strategy system. Our political mutual trust and friendly cooperation with central Asian countries will be deepen by the Economic Special Zone constructions. Moreover, Kashgar and Huoerguosi will be forged the economic growth pole to achieve the economic development in Xinjiang.Comparative analysis and empirical analysis are used in this article as well as the regional economics, international economics and so on. On the basis of summarizing the successful practices and lessons in Economic Special Zone construction both at home and abroad, infrastructure, rules and regulations, industrial and so on should be emphasized in the process of construction in Xinjiang border Economic Special Zone. Furthermore, this paper illustrates the thoughts on design the functional and region of Kashgar and Huoerguosi in order to let them play full role in their function and bringing forward the economic growth of south and north Xinjiang.
