Farmer associations in China was born after the implementation of the household contract system inChina’s agriculture, aimed at farmers organization, seeks to circumvent the farmers alone to face marketrisks arising to address low productivity caused due to the low level of production technology, as well asspecification of agricultural productsstan dardization in order to improve the income of the farmers.Xinjiang, as one of the important production bases of agricultural, agriculture is one of the importantindustries in the economy of Xinjiang, but in order to be faster Xinjiang Agricultural development, but alsorequires the presence of farmer cooperatives.Collating information, analyze the current situation of Farmer Cooperation Organization, to identify theproblems of Farmer Cooperation Organization. And geographical conditions and economic developmentXinjiang similar situation in Hokkaido Agricultural Association listed here, to cite an instance, JapaneseAgricultural Union Farmer Cooperation Organization conducted a more comprehensive comparison,pointing out that both the problems in their own development, the future development of Farmercooperation Organization reference in the recommendations.This paper is divided into three parts. The first part introduces the research background, sorting out theobjectives of the Agricultural Association research, and this study, significance and research methods.The second part consists of Chapter II and Chapter III. The second chapter provides an overview of thetype of organization of rural cooperative organizations, tissue composition, then describes the backgroundto the establishment of the Xinjiang farmer cooperative organizations, the status quo mode of operation, therole and the problems. The third chapter tells the story of the Japanese Agricultural Association inintegrated farming Concorde specialized farm co-op type of business, tissue composition and mode ofoperation, and analysis of the current situation of the Japanese Agricultural Association and by the case ofHokkaido.The third section includes Chapter Ⅳ and Chapter Ⅴ. The third part is the focus of this paper. Chapterfrom the geographical conditions and the status of domestic agriculture, tissue composition and operationmode, set goals, scope of business, tissue composition, registration procedures and oversight bodies,membership and powers enjoyed by members invested with the interests of the distribution system,management structure, ten aspects of the role in agricultural development, Xinjiang farmers specializedcooperative organizations and the agricultural Association of Japan (Hokkaido) were compared. And in theanalysis of the results of comparative research, pointed out that the problems of rural cooperativeorganizations in Xinjiang, including the vaguely defined, the farmers identity is not clear, jointly organizedby small, narrow range of business problems.
