China’s current construction of public rental housing is in the peak period of the history. The construction of public rental housing construction carried out in the country a wide range.But facing financing difficulties, lack of financial investment, narrow channels of funding sources is important problem facing public rental housing finance.Public rental housing construction must get rid of over-reliance on government financial investment financing model, therefore, this article from the latest research scholars at home and abroad, the status and financing difficulties of public rental housing financing system and in-depth research. This paper first introduces the concept of public rental housing, subsequently introduces two popular at home and abroad of public rental housing financing model-REITs financing model and PPP financing model, and then analyze the public rental housing financing difficulties’s three main reasons:the system is not perfect, low income, finance costs. Domestic policy provisions still lags behind, the financing channels still mainly traditional financial investment and bank loans,Finally, to improve the mechanisms to carry out multi-channel financing model, the timely introduction of REITs financing mode and PPP financing model two financing modes. Finally, this paper introduces the specific design of the ChongQin City public rental housing finance programs, the performance of a variety of channels to raise public rental housing set up the possibility of funding.
