With the rapid growth of the economy and the knowledge economy era, the high-tech enterprises in China’s economy play an increasingly important role. Technical staff as the most valuable human resources of the high-tech enterprises is concerned by more and more business. Technicians play an important role to improve the core competitiveness and management of enterprises. Effective management of technical personnel becomes a hot topic of high-tech enterprises and the assessment of the performance of the technical staff becomes the emphasis and difficulty in the management. Therefore, according to the characteristics of high-tech enterprises, designing a scientific and rational, highly targeted and operational technical staff performance appraisal system has great practical and theoretical significance.This article basing on the relevant theory of performance appraisal in the high-tech enterprises makes the research analysis around the method of performance appraisal in the high-tech enterprises and the content of competency. On the basis of the extensive literature and from the actual situation of China-electronic rida co. ltd Guangxi division (the abbreviation " China-electronic rida company"),some problems on the technical staff performance appraisal system of China-electronic rida company are found out in this article through the concrete analysis to the company’s performance appraisal system. Aiming at these problems, in-depth analysis of the causes of the problems has been made combined with the performance appraisal system of the theory as well as the company’s specific situation.At the same time, according to theory and construction method of the competency, combined with the specific circumstances of China-electronic rida company, the reconstruction and perfect of the company’s technical staff performance evaluation system has been made on this article from the extraction of technical staffs competency, the determination of the performance appraisal indicators assessment standards to the establishment of the index weights three aspects. It is hope that these can bring positive effect to China-electronic rida company future development, but also can provide certain reference function for the construction of performance appraisal system on the high-tech enterprises.
