In the age of knowledge economy, the war for talent among enterprises also intensified, forhigh-tech enterprises, Professional and technical worker are more important in building competitiveadvantage and accessing the source of sustainable development for enterprise. How to attract andretain outstanding professional and technical personnel has become an important proposition.The study selected technical worker in high-tech enterprises as the object of study. Based onthe international research of Competency, Anglicizing the progress and shortcomings in the theoreticalresearch and practical application. In accordance with the combination idea of Theoretical andempirical analysis. Using literature, behavioral interview, questionnaire survey and other methods.Proposed the original competency model of technical workers in high-tech enterprise. And preparedthe behavior measured questionnaire. Through the investigation and analysis of343technical workersfrom more than20firms. Verified the original competency model. The study takes the issues ofaviation-related high-tech enterprise to be support. Exploring the theory and practice about the designand implantation of Competency compensation. Comprehending the staff’s scores and levels ofcompetency, thronging the competency test. Based on the salary survey, docking the competency leveland the compensation level, initially built up the competency-based compensation system. However,there are many differences between the competency and the traditional evaluation methods whichfocus on the current performance; the actual operation of the program is few. Therefore, this studyproposes a smaller stride on initial reform plan.The main conclusions include: the competency model of technical workers in High-tech enterpriseincludes six dimensions. Which are: achievement-oriented, personal qualities, characteristics ofthinking, learning and innovation, professional features, the team features. Those competencies likeProfessionalism, systems thinking, analytical thinking, conceptual thinking, and innovative,professional, cutting-edge tracking have high weight in the evaluation system of competency model.Competency compensation is independent of job wages and performance salaries, mainly applies tomotivate knowledge workers, the implementation needs to get the cooperation and support of theoverall management system, and needs a larger workload. So the program should be promoted step bystep.
