As one of the preferential agricultural policies of the new century, rural minimum livingsecurity opened the "institutionalization" and "national" of the "milestone" in2007. After theconcrete practice of the rural minimum living standard security system,it does play the role toguarantee the minimum standard of living of poor farmers. However, during the actual operation,the rural subsistence allowances system shows its shortcomings—the injustice of the minimumtarget selection and the limited capacity of guaranteeing protection as many farmers in the petitioninvariably referred to. What has caused the series of problems in such a livelihood of the peopleproject is the starting point and the impetus for the author to expand thinking and research.First of all, in order to reveal the logic of the evolution of the system and the power behind it,the article examines the basic livelihood guarantee in a broader historical context. After clarifyingthese issues, I will examine the perspective back to the actual operation of the rural subsistenceallowances system. The study found series of issues about China’s rural residents, such as the lagof the protection contents, the weakness of the protection power and the coverage that can notmeet the practical needs and so on. What’s more terrible, after the collusion with rural governance,the power of the rural society of alienation performance, and more resources and means ofgovernance is a rural community. This resource has become a carrier and tools for the exchange ofpower in rural society. Then, as for a new series of characteristics and problems of the ruralsubsistence allowances system during the operation, I tried to put forward my own thinking andrecommendations from two angles: the state and the village. Main points are as follows: first of all, to guarantee the basic livelihood of farmers, Government should not only finance them, but alsoimprove the "ecology" of the village to meet the needs of the emotional communication of theminimum target and bring the dignity of life as a minimum target. Besides, the central governmentshould bear more responsibility during the operation of the subsistence allowances. Finally, therural subsistence allowances system needs to be more "transparent" and the power of the"sunshine", as well as participation of more citizens. We must make all aspects of the subsistenceallowances "transparent", and actively guide farmers to participate, which is the only way to thenormal operation of the rural subsistence allowances system.
