Globally, research on the economic transition of resource-exhausted cities has been carried out for more than half a century. However, because of complexity of economic transition and the particularity of every single region, there is still not a transition method that is applicable for every resource-exhausted city. Chinese government also pays high attention to the economic transition of resource-exhausted cities, and has made a list of 69 resource-exhausted cities, which can get much financial support and other preferential policies.Since Zaozhuang was included in the list in 2009, its economic transition policy has been implemented for five years. Now a systematic research on the economic transition of Zaozhuang is needed to do in order to know its transition effect and if there is something needed to be improved and be noticed in the future.This paper expounds the connotations of "resources city", "resource-exhausted city" and "economic transition" and discusses the necessity of economic transition of resource-exhausted city at first and then introduces the background, economic conditions, relevant policies and basic situations of the economic transition of Zaozhuang, and path of Zaozhuang’s economic transition in details. The paper designes evaluation index systems and selects evaluation models to evaluate the economic transition of Zaozhuang from the perspectives of efficiency and effect respectively. The method of efficiency is SBM models considering expected outputs and the result is that Zaozhuang’s economic efficiency is increased on the whole but the efficiency of input and output still needs to be improved. The research from the the perspective of effect use the principal component analysis and analytic hierarchy process and all the two results show that the effect of Zaozhuang’s economic effect is increased steadily in the transition period but felled in 2011. There are still large fluctuations in economy index, resources index and environment index in some years especially, indicating that the economic transition policy of Zaozhuang’s has achieved a certain effect, but its development is still in the unstable stage. There are still some room for improvement of Zaozhuang’s economic and Zaozhuang still has great potential for development. Finally, based on the practice of Zaozhuang’s economic transition, the paper believes Zaozhuang has the following four aspects to be improved:First, There are unstable factors in the economic system and the overall economic development level still needs to be improved; Second, comprehensive efficiency is still low and there is still much room for improvement in the process of production; Third,the ecological environment is seriously damaged and the restoration is difficult; Fourth, the resource index fluctuations, and the resource system is not stable. In addition, it is beneficial for other resource-exhausted cities in China to learn Zaozhuang’s following practices of economic transition:First, improve the total economy level and the efficiency of input and output; Second, attaches great importance to environmental protection and effectively improve the environmental quality; Third, improve the efficiency of resource utilization and ensure the development of resources system is stable.
