Research On Island Tourism Standards System Construction In China

In current island’s process of developing,because of the unique charm, island’s tourismdevelopment has gradually become the hotspot of tourism development. In china, though islandtourism started late, but its development speed is quick, the island with its unique geologicallandscape resources、ecological resources and human resources characteristics,has attracted largeNumbers of tourists, bringing new hope for the island of economic, cultural and socialdevelopment. But we should also recognize that island area is small, fragmented and closeness,which bringing fragile ecological environment, and it is difficult to recover after the damage. Atpresent, in our country, the theory and practice of island tourism exist several defects anddeficiencies. Because of the lacking of corresponding laws and standards, bringing a series ofproblems in island tourism sustainable development. To protect island’s fragile ecologicalenvironment and unique cultural environment, to promote the healthy and orderly development ofisland tourism,and base on the analysis of the existing tourism standards, we discuss islandtourism standards on the new tourism development situation, and then put forward the systemstructure of island tourism standard roughly, which not only has important academic value, butalso can effectively guide our island tourism development, with the propose of promoting ourcoordinated development among economic, social and environmental.Our country’s island spread over vast ocean, which across38latitude and17longitude. Andisland’s tourism resources are rich, which has the unique natural resources conditions, Marinecultural tourism resources conditions and geographical conditions for tourism development. Inaccordance with the natural distribution area, Our country’s island formed four island tourismdistrict-the bohai sea islands area, the yellow sea island area, the east China sea islands area andthe islands of the south China sea area. But because our country relevant island tourism laws,regulations and standard construction lags behind the island tourism development, make a seriesof problems of island tourism development in our country, such as extensive damage to theecological environment, the commercialized humanities culture, the lagging travel infrastructureand service levels, etc, affecting the island tourism sustainable development in our country.Ordered and sustainable development needs the support of perfect island standard system. Thispaper analyzes the national and each province promulgated laws and regulations related to theisland, and concluded that island had the preliminary standard construction development in ourcountry, but the construction speed, scale, level, still lags behind of island tourism developmentspeed. The problem of dispersive and repetitive standard construction in island, needs to integratethe existing standard of island tourism in our country,and formulate suitable standard system forisland tourism development.Under collecting and reorganizing domestic and overseas related tourism standards, laws andregulations, and regulating the reality of island tourism development in our country, we shouldconstruct a set of suitable standard system for island tourism development in our country.According to different criteria for classification, island tourism standards system can be dividedinto the following sections: according to administrative system, can be divided into national standards, provincial standards and regional standards; according to the standard comprehensivedegree, can be divided into comprehensive tourism island, island special tourism standards;according to the presence of residents,can be divided into residents island standards and no-residents island standards. That comprehensive tourism standard system as the core, combinedwith national and local tourism laws and regulations, standard specifications, composed a standardsystem framework of island tourism development, in order to effectively guide and standardize theisland tourism development.Island tourism standards system should follow several principles, innovative, practical,moderate advance, normative principles. In light of present situation of island tourismdevelopment, the comprehensive tourism island standards can divide into several major modules:the island tourism resources survey and evaluation module, island tourism facilities module, islandtourism operation, island tourism service, island tourism ecological environment monitoring andprotecting, island community education and training and the island tourism monitoring andevaluation, etc. On the basis of comprehensive tourism standard system, considering the localisland tourism development present situation, the island standard must follow national standardsand the relevant laws, regulations, rules and requirements, to develop a suitable for the localstandard system of island tourism development, promoting the development of tourism in the localisland.
