“Public Rental Housing” is first proposed by Premier Jiabao Wen in the NPC and CPPCCof2009.The proposing of this new housing security system is to remedy the defect existing inthe housing security system which is dominated by affordable housing and low-rent housing,that is to solve the housing problem of the sandwich class who do not meet the requirementsfor low-rent housing, nor can buy affordable housing. Therefore, the proposing of public rentalhousing system is of great significance. The research of this paper is focused on an importantpart of this system—the pricing mechanism of rent, the research contents is mainly composedof seven parts.The first part of paper is introduction. Described the background, purpose and significanceof this research.The second part of paper is the literature review and theoretical basis of research.Comprehensively collected and analyzed the domestic and foreign literature which is relatedpricing mechanism of public rental housing rent, and elaborated the theoretical basis andimportant concepts of this paper.The third part of paper is the reference of public rental housing rent pricing of developedcountries and areas. This part selected three countries and regions—Hong Kong, Korea andSingapore, the public rental housing system of which is more developed, and analyzed thepricing mechanism of public rental housing rent, drawing on their experience.The fourth part of paper is the analysis of domestic public rental housing rent pricing.Selected four representative cities—Chongqing, Nanjing, Hangzhou and Guangzhou, deeplyanalyzed the pricing situation of public rental housing rent, and summarized the advantages and disadvantages.The fifth part of paper is the analysis of pricing mechanism of public rental housing rent.Comprehensively and systematically analyzed the pricing mechanism of public rental housingrent from some aspects, such as pricing management department, pricing regulations andpolicies, pricing principles, pricing constitutes, etc.The sixth part of paper is pricing model construction of public rental housing rent andempirical analysis. Constructed the pricing model of public rental housing rent and madeempirical analysis by taking a public rental housing project in Nanjing for example.The seventh part of paper is the conclusion, innovation and inadequate of this article.
