In recent years, the real estate market is developing rapidly and housing prices remain high in China. While developing the economic, the real estate have become the hottest topic in the people’s livelihood. Especially, the housing problems of low-income people has become the focus of the whole society, which in a certain extent promoted the development and improvement of housing security system in our country. Public rental housing is an important part of China’s housing security system. It has great significance for improving the existing social security system, solving the housing problems of the urban residents, and for achieving stable and healthy development of society and economy. However, "public rental housing rent pricing" for the core content of public rental housing security system policy, the rent standard is reasonable or not directly related to the effectiveness of the entire housing security policies.Firstly, this paper carries on the basic research, mainly including the basic concept of public rental housing and public rental housing rent pricing theories. Secondly, based on the examples of public rental housing policy in the domestic and foreign typical countries and urban areas, this paper provides the basis and reference value for the rent pricing of public rental housing in Urumqi. On the basis of theoretical research, the paper studies the macro influence factors in affecting the rent pricing. At the same time, the paper select the macro influence factors in 29 provincial capital cities and regions data to build the market rent pricing model by using of the single factor correlation analysis method, multiple linear regression analysis method and the spss software. Finally, the modified rent pricing model which joined the micro influence factors is applied to the Urumqi City, and the reasonable range of the price of public rental housing rent is obtained in Urumqi. Combined with the reasonable range of the public rental housing rental pricing in Urumqi, and based on the new model of the public rental housing rental pricing, the paper proposes the feasibility analysis and the safeguard measures about the new model of the public rental housing rental pricing in Urumqi.
