Study On The Governmental Management Behavior In Expropriation And Compensation Of Collective Land

The problems of expropriation and compensation in collective land is one of theimportant issues of our society. Working well expropriation and compensation is better forupgrading of Industrial structure、the advantaging of the urbanization process and buildingsocialist new countryside. The governmental management behavior in expropriation andcompensation of collective land attracts the Scholars’ attention gradually. Certainachievements have been made in the expropriation and compensation of collective land Sincethe reform and opening, but there are still many problems in the management of expropriationand compensation in government administration because of imperfect interrelated laws andregulations. It made relocation disputes endless and causes severe social hazards. So it isimportant to study on the governmental management behavior in expropriation andcompensation of collective land, and putting forward corresponding countermeasures haspractical significance.The thesis firstly differentiates and analysis relevant concept in expropriation andcompensation of collective land, reviews related theory in the governmental management andexpropriation of land, summarizes the theoretical results of management in expropriation andcompensation of collective land from domestic academia.Secondly, the thesis reported that the relocation household did not know enough about theInformation of expropriation and compensation; they did not satisfied for the standard ofexpropriation and staff management; the relocation household worry about the life in thefuture also according to the investigation which made use of the questionnaire in the development zones along the Yangtze River in Jiangdu. It pointed out that the situation ofmanagement confusion、not enough opening government information and related subsequentwork incompetence execution in the work of expropriation and compensation is still existedthen based on the current situation of the development zones along the Yangtze River inJiangdu.Finally, directing toward to the existing problems, this paper brings forward someviewpoints: establish the correct values and view of political achievements, distinguish theremoval for commercial interest and public interest, optimize the payment methods associatedwith land compensation, strengthen management system of expropriation and compensation ofcollective land, innovative operating mechanism, perfect employment system of land-lostpeasants, etc.
