A Research On Japanese Employment Insurance System During The Economic Transformation

Employment insurance system is to protect laborers from losing labor income. In1947，based on unemployment benefits, Japan introduced unemployment insurance system. In1973,Japan was facing a lot of unemployment after the first oil shock. As a result, it is necessary totake employment countermeasures to prevent the unemployment. At the same time, in1975,the employment insurance system replaced the original unemployment insurance system.Employment insurance system, as a social insurance payment at the same time,positioned itself as main policy tools for the labor market of employment stability, capacitydevelopment and employment welfare enterprises. Until early1990, Japan’s employmentinsurance system, as the basis of the Japanese stable economic growth and full employment,maintained the employment insurance finance. Till1990, the recession in Japan led toemployment insurance financial situation deteriorating rapidly.Especially the late1990s, due to the economic bubble burst, Japan experienced economyrecession and the Asian financial crisis in1997added to the gloom and numerous enterprisesclosed down. The business that survived struggled to manage and was forced to abandon thelifetime employment system, causing a large number of unemployed workers. Severeunemployment situation challenged Japan’s social insurance system. The Japanesegovernment repeatedly modified the unemployment insurance system which ensured the basiclife of the unemployed and promoted the reemployment of the unemployed.The first part describes the background and significance of the research, defines relatedconcepts, research methods and findings.
