According to traditional theory and concept, there is no problem of unemploymentamong farmers in our country. However, under the background of the transformation ofsociety and economy, and with the development of industrialization, urbanization andagricultural modernization, China’s farmers differentiating into three relatively uniquegroups, they are pure farmers, migrant workers and land-lost farmers. A large number ofsurplus rural labors originally bound in the rural areas and rely on land for surviving,but now more and more farmers have been out of the land due to voluntary orinvoluntary causes, and they stay away from countryside to seek more developmentopportunities in a broader market space. These farmers alienate their original livingenvironment; and the supports from the land or their families are weakening. Alongwith the changes mentioned above of farmers, there are no changes of farmers’ statusand the interests attach to it. At present, the globalization is accelerating; consequently,Chinese farmers are facing of more and more complex social risks from marketeconomy. The farmers themselves have no abilities to deal with those risks, so theyexpect a more perfect social security system.For that matter, the author try to use combination theoretical knowledge ofsociology, management, economics and other related theories, by the means of citationindex, comparative analysis, summarized the research and so on, to gives tentativediscussion on farmers’ unemployment problem of our country.The paper is divided into six chapters. The first chapter is the introduction. It mainlyincludes the background and significance of the topic, the research thought, maincontents, research methods, the innovation and the insufficiency of the paper. Thesecond chapter is an overview of the related concepts and theories. It mainly includesthe definition of "farmer unemployment" and unemployment theories. The third chapteris analysis the cause of our farmers’ unemployment problem. The fourth chapter is theanalysis of the characteristics of our farmers’ unemployment problem and the socialsecurity project in China; find the farmers’ urgent demand of social security and theexisting shortcomings of the current social security system in corresponding farmers’unemployment problems. The fifth chapter draws lessons from foreign experience. Thesixth chapter is the countermeasure. The author puts forward to supporting auxiliarymeasures, mainly includes unemployment prevention, unemployment benefits, unemployment insurance, employment promotion, with the combination of measures todeal with the farmers unemployment problem. These measures include establishingfarmers’ unemployment and employment registration, strengthen farmers’unemployment warning, the combination of rural minimum living security and farmers’unemployment benefits, vigorously developing the rural human capital to promotefarmers employment and so on.
